So, in contrast to Cold City, here's the 2006 sales figures for a|state:
IPR: 19
Direct: 7
Con: 12
Key 20: 74
Comp: 3
Total: 115
So, here's a game that has been out for the better part of 3 years and has passed its peak in terms of sales and publicity.
The majority of sales are obviously into traditional distribution via Key 20, with IPR coming a distant second in terms of volume.

Pretty respectable given its age. Do you know if there was a Cold City halo effect? By which I mean did sales spike after Cold City was released, from people going "I liked that, I might like this too"?
Have you considered doing a PDF version? I know it's not ideal for printing out at A|State's length, but there might be mileage in folks buying a PDF to test the waters... Your preview PDF version was very successful, after all.

As regards a halo effect, I'd say know. a|state is almost operating in a different marketplace to Cold City, so I'm pretty sure that one doesn't have an appreciable effect on the other.
Yes, a PDF version of a|state is something we've been thinking pretty seriously about. It would be a hefty item, but probably worth it in terms of the amount of content you'd get for, say, a $15 - 20 price tag on RPGnow.
